The urban traffic environment is characterized by the presence of a highly differentiated pool of users, including vulnerable ones. This makes vehicle automation particularly difficult to implement, as a safe coordination among those users is hard to achieve in such an open scenario. Different strategies have been proposed to address these coordination issues, but all of them have been found to be costly for they negatively affect a range of human values (e.g. safety, democracy, accountability…). In this paper, we claim (...) that the negative value impacts entailed by each of these strategies can be interpreted as lack of what we call Meaningful Human Control over different parts of a sociotechnical system. We argue that Meaningful Human Control theory provides the conceptual tools to reduce those unwanted consequences, and show how “designing for meaningful human control” constitutes a valid strategy to address coordination issues. Furthermore, we showcase a possible application of this framework in a highly dynamic urban scenario, aiming to safeguard important values such as safety, democracy, individual autonomy, and accountability. Our meaningful human control framework offers a perspective on coordination issues that allows to keep human actors in control while minimizing the active, operational role of the drivers. This approach makes ultimately possible to promote a safe and responsible transition to full automation. (shrink)

The study examines the phenomenon of masquerading in Igbo culture. It philosophically explores the cosmology and cultural anthropology of Igbo masquerading, drawing some important implications for which the authors believe they bear on the truth of human existence. It investigates the distortions in and around this Igbo cultural practice against the background of its immanent significance and, thus, attempts to reconstruct it. The paper demonstrates that the huge potential for development inherent in Igbo masquerading outweigh its pitfalls. Igbo masquerading today (...) tends to divide the present generation from the older generation of Igbo. The latter lament that the way masquerading is done nowadays no longer reflects the critical cultural ideals of the people. But, this situation has not been given deserved attention among scholars. The significance of this study, then, lies exactly on its attempt at a theoretical and normative reconstruction of masquerading among the Igbo. The aim of the paper is to critically engage Igbo masquerading with the goal of rescuing it from associated negativities. In the light of the critical Igbo ideals of truth and social justice, the paper proffers the way forward and makes some recommendations. Low mean fundamental frequency (F 0) in men’s voices has been found to positively influence perceptions of dominance by men and attractiveness by women using standardized speech. Using natural speech obtained during an ecologically valid social interaction, we examined relationships between multiple vocal parameters and dominance and attractiveness judgments. Male voices from an unscripted dating game were judged by men for physical and social dominance and by women in fertile and non-fertile menstrual cycle phases for desirability in short-term and long-term (...) relationships. Five vocal parameters were analyzed: mean F 0 (an acoustic correlate of vocal fold size), F 0 variation, intensity (loudness), utterance duration, and formant dispersion (D f , an acoustic correlate of vocal tract length). Parallel but separate ratings of speech transcripts served as controls for content. Multiple regression analyses were used to examine the independent contributions of each of the predictors. Physical dominance was predicted by low F 0 variation and physically dominant word content. Social dominance was predicted only by socially dominant word content. Ratings of attractiveness by women were predicted by low mean F 0, low D f , high intensity, and attractive word content across cycle phase and mating context. Low D f was perceived as attractive by fertile-phase women only. We hypothesize that competitors and potential mates may attend more strongly to different components of men’s voices because of the different types of information these vocal parameters provide. The paper presents a framework to realise “meaningful human control” over Automated Driving Systems. The framework is based on an original synthesis of the results of the multidisciplinary research project “Meaningful Human Control over Automated Driving Systems” lead by a team of engineers, philosophers, and psychologists at Delft University of the Technology from 2017 to 2021. Meaningful human control aims at protecting safety and reducing responsibility gaps. The framework is based on the core assumption that human persons and institutions, not (...) hardware and software and their algorithms, should remain ultimately—though not necessarily directly—in control of, and thus morally responsible for, the potentially dangerous operation of driving in mixed traffic. We propose an Automated Driving System to be under meaningful human control if it behaves according to the relevant reasons of the relevant human actors (tracking), and that any potentially dangerous event can be related to a human actor (tracing). We operationalise the requirements for meaningful human control through multidisciplinary work in philosophy, behavioural psychology and traffic engineering. The tracking condition is operationalised via a proximal scale of reasons and the tracing condition via an evaluation cascade table. We review the implications and requirements for the behaviour and skills of human actors, in particular related to supervisory control and driver education. We show how the evaluation cascade table can be applied in concrete engineering use cases in combination with the definition of core components to expose deficiencies in traceability, thereby avoiding so-called responsibility gaps. Future research directions are proposed to expand the philosophical framework and use cases, supervisory control and driver education, real-world pilots and institutional embedding. (shrink)

It was love at first sight when Jonathan Calvert saw the Matterhorn in 1953. Something in the way the mountain held sway over him inspired a lifelong passion for natural beauty and adventure. Global consumption, production, and trade of livestock products have increased rapidly in the last two decades and are expected to continue. At the same time, safety concerns regarding human and animal disease associated with livestock products are increasing. Efforts to increase public health safety standards aimed at legitimately reducing the risks of human and animal disease have focused internationally on standards to regulate the movement of livestock products. There is concern, though, that measures to regulate these standards internationally, such as (...) the WTO SPS measures that in part aim to open international markets, may marginalize small-scale poor producers. The cycle of poverty they are trying to escape through livestock production may, in fact, widen, leading to increased global poverty, malnutrition, and disease. Developing and developed nations alike should be concerned with public and private efforts to address appropriate food safety policies to reduce the likelihood of this effect. Analysis of the impact on small-scale livestock farmers is needed, as well as solutions that consider joint public and private sector initiatives. Costly farm to table tracking systems are not an option, but locally orchestrated vertically integrated systems may have merit in reducing food safety risks and in providing small-scale farmers with increased access to markets, locally and internationally. Increased scientific and technical capacity, and training of WTO officials from developing nations is also needed. (shrink)

A high profile context in which physics and biology meet today is in the new field of systems biology. Systems biology is a fascinating subject for sociological investigation because the demands of interdisciplinary collaboration have brought epistemological issues and debates front and centre in discussions amongst systems biologists in conference settings, in publications, and in laboratory coffee rooms. One could argue that systems biologists are conducting their own philosophy of science. This paper explores the epistemic aspirations of the field by (...) drawing on interviews with scientists working in systems biology, attendance at systems biology conferences and workshops, and visits to systems biology laboratories. It examines the discourses of systems biologists, looking at how they position their work in relation to previous types of biological inquiry, particularly molecular biology. For example, they raise the issue of reductionism to distinguish systems biology from molecular biology. This comparison with molecular biology leads to discussions about the goals and aspirations of systems biology, including epistemic commitments to quantification, rigor and predictability. Some systems biologists aspire to make biology more similar to physics and engineering by making living systems calculable, modelable and ultimately predictable—a research programme that is perhaps taken to its most extreme form in systems biology’s sister discipline: synthetic biology. Other systems biologists, however, do not think that the standards of the physical sciences are the standards by which we should measure the achievements of systems biology, and doubt whether such standards will ever be applicable to ‘dirty, unruly living systems’. This paper explores these epistemic tensions and reflects on their sociological dimensions and their consequences for future work in the life sciences. (shrink)

In the mid-1990s, the company Human Genome Sciences submitted three potentially revolutionary patent applications to the US Patent and Trademark Office, each of which claimed the entire genome sequence of a microorganism. The patent examiners, however, objected to these applications, and after negotiation they were eventually re-written to resemble more traditional gene patents. In this paper, which is based on a study of the patent examination files, we examine the reasons why these patent applications were unsuccessful in their original form. (...) We show that with respect to utility and novelty, the patent attorney’s case built on an understanding of the genome as a computer-related invention. The patent examiners did not object to the patenting of complete genome sequences as computer-related inventions on moral grounds or in terms of the distinction between a discovery and an invention. Instead, their objections were based on classification, rules and procedure. Rather than patent examiners having a notion of a genome that should not be patented, the notion of a ‘genome’, and the ways in which it may be different from a ‘gene’, played no role in these debates. We discuss the consequences of our findings for patenting in the biosciences. (shrink)

This collection presents policy and research that addresses digital inequalities, access, and skills, from multiple international perspectives. With a special focus on the impact of the COVID-19, the collection is based on the 2021 Digital Inclusion, Policy and Research Conference, with chapters from both academia and civic organizations. The COVID-19 pandemic has changed citizens’ relationship with digital technologies for the foreseeable future. Many people’s main channels of communication were transferred to digital services, platforms, and apps. Everything ‘went online’: our families, (...) friends, partners, health, work, news, politics, culture, arts and protesting. Yet access to digital technologies remained highly unequal. This brought digital inclusion policy and research to the fore, highlighting to policymakers and the public the ‘hidden’ challenges and impacts of digital exclusion and inequalities. The cutting-edge volume offers research findings and policycase studies that explore digital inclusion from the provision of basic access to digital, via education and digital literacy, and on to issues of gender and technology. Theories of classification distinguish classes with some good structure theorem from those for which none is possible. Some classes (dense linear orders, for instance) are non-classifiable in general, but are classifiable when we consider only countable members. This paper explores such a notion for classes of computable structures by working out a sequence of examples. We follow recent work by Goncharov and Knight in using the degree of the isomorphism problem for a class to distinguish classifiable classes from non-classifiable. In (...) this paper, we calculate the degree of the isomorphism problem for Abelian p-groups of bounded Ulm length. The result is a sequence of classes whose isomorphism problems are cofinal in the hyperarithmetical hierarchy. In the process, new back-and-forth relations on such groups are calculated. (shrink)

Makkai [10] produced an arithmetical structure of Scott rank $\omega _{1}^{\mathit{CK}}$. In [9]. Makkai's example is made computable. Here we show that there are computable trees of Scott rank $\omega _{1}^{\mathit{CK}}$. We introduce a notion of "rank homogeneity". In rank homogeneous trees, orbits of tuples can be understood relatively easily. By using these trees, we avoid the need to pass to the more complicated "group trees" of [10] and [9]. Using the same kind of trees, we obtain one of rank (...) $\omega _{1}^{\mathit{CK}}$ that is "strongly computably approximable". Debates about controversial comedy are rife in public discourse. However, despite a great interest in wider issues surrounding freedom of expression, political philosophers have had curiously little to say about comedy. This is a costly omission because in mainstream public debates, many of the worries about the potential harms of comedy are often confused or conflated, and both the defences of comedians to use controversial material and calls for censorship of such material are usually under-theorised. This paper takes a step (...) towards correcting this oversight by explaining the potential harms of comedy and identifying who should be held responsible for these harms. By transposing existing work on hate speech, three harms of comedy are diagnosed: that it can cause status harms, that it can silence speakers, and that it can motivate violence. Using linguistic theory and the philosophy of language, the paper argues that often, it is audience members and third parties who ought to be held morally responsible for these harms, and therefore, that comedians are not usually under moral duties to modify their comedic expression, even if it is harmful. On observe que la particule interrogative pour des questions de type oui / non qui suit systématiquement le sujet DP se trouve également dans des clauses avec wh-questions. Cet article soutient que oui / non et wh-questions sont projetées par la même tête fonctionnelle Inter˚, et que wh-words ne participent pas à (...) la saisie de wh-propositions comme interrogative. This article argues for the dogmatic rather than just ethical significance of the biotechnological enhancement of human beings. It begins by reflecting on the close theological connections between salvation, sanctification, and affective and bodily transformation in light of the fact that affects and desires are in principle manipulable through biotechnological enhancement. It then examines the implications of this observation for questions of moral responsibility, asking whether biotechnological enhancement can be viewed as a kind of means of grace. The conclusion argues (...) that theological reflection on the relationship between affects, soteriology and bioenhancement reveals limitations of the emphasis on embodiment in recent Christian theology. The revelation of widespread corruption in the Oil-for-Food Programme (the “Programme”) and the recent scandal involving the British arms manufacturer BAE Systems threatens to unravel the fragile global consensus on combating corruption. This paper outlines the emerging global consensus and legal framework on corruption and assesses the extent to which this consensus has been undermined by the above mentioned revelations of corruption. Both incidents provide an interesting context in which to analysesome of the difficult issues presented in the regulation of (...) transnational corruption. The regulation of transnational corruption provides a framework for analyzing the critical dimensions of the interaction between the norms in various domestic communities and the transnational context of these interactions. The paper argues that the current framework of multilateral efforts to curb transnational corruption is unable to tackle the problem effectively and concludes that the liability framework for engaging in transnational corruption has almost exclusively been the result of political expediency rather than that of empirical information. By examining the multilateral efforts by the international community to combat corruption, the paper generates questions about the status and future direction of thefight against corruption under international law. In 2019, Kathryn Frost looks for conjunction where mimetic theory and attachment theory can agree on the issue of human proximity. Her search starts from an apparent conflict between René Girard's cautionary stand against proximity and attachment theory that favors proximity-seeking as a formative experience in one's personal development.
